Who can I write to at Dish Network about a billing complaint?

How do i record onto a dvd from my dish network dual-tuner dvr?

I tried putting the Output jacks on the DVR and the satellite to the imput jacks on the DVD recorder, it still isn’t working. What am I doing wrong? Are there other cables not plugged in right or something?
