Does Dish Network have the On Demand thing like FiosTV or cable companies do?

I am getting pretty annoyed with DISH network and I just got it a few days ago. I was told I could record 2 programs and watch a 3rd but I am not able to. Now I cant even pick the TV slot to set the recordings to. My mom hates it when she is watching something and my recording starts.
