Why does the video on Dish Network constantly freeze for a few seconds?

Every 20 minutes or so the video freezes for a few seconds and goes back to normal.. it does it everyday, even without clouds.
when we had cable we had more channels we didn’t have this problem until we switched to dish network. :(
